ISLAMABAD: Federal Interior Minister Senator Mohsin Naqvi made several significant claims during a Senate session, alleging that some Pakistan Tehreek-e-Insaf (PTI) members have direct links with the Taliban. He also stated that the decision to impose an emergency in Khyber Pakhtunkhwa was not an easy one.
Allegations of Links with the Taliban
Addressing the Senate, Mohsin Naqvi claimed that certain PTI members had direct connections with the Taliban.
He said:
Some people in PTI have direct links with the Taliban. We had informed PTI’s negotiation committee that some of its members were connected with the Taliban, and that we had evidence.
These allegations were made by the interior minister during his address to the Senate.
Allegations Regarding Murad Saeed’s Role
Naqvi also questioned the role of PTI leader Murad Saeed in the party’s decision-making process.
He claimed:
Murad Saeed was making the decisions, not the chief minister.

Members of their cabinet said that Murad Saeed had put us in danger.
The minister’s remarks raised questions about the respective roles of the provincial chief minister and other PTI leaders in the decision-making process.
Reference to the November 25, 2024, Protest
Referring to the PTI protest scheduled for November 25, 2024, Naqvi said the government had offered the party a designated location for its demonstration.
According to the minister, PTI representatives said they would speak to the party’s founding chairman by phone and persuade him to postpone the protest.
Naqvi claimed that after the phone call was arranged, half of the party refused to agree to postponing the demonstration.
Offer to Record Imran Khan’s Video Statement
The interior minister further stated that he had offered PTI Chairman Barrister Gohar Ali Khan an opportunity to arrange a video statement from the party’s founding chairman, Imran Khan.
According to Naqvi, Imran Khan did not record the statement at that time.
Governor’s Rule and Constitutional Provisions
Addressing Opposition Leader Senator Raja Nasir Abbas, Naqvi questioned which constitutional provision had allegedly been violated.
He said:
Raja Nasir Abbas should explain what was done against the Constitution. Governor’s rule and the emergency were imposed under the Constitution.
His remarks came amid political debate over the constitutional and legal implications of emergency measures and governor’s rule in Khyber Pakhtunkhwa.
Key Revelation About the Negotiation Draft
Naqvi provided further details about negotiations between the government and PTI.
He claimed that he had contacted Barrister Gohar by phone and asked him to specify the changes required in paragraph four of the draft.
According to the interior minister:
The draft was revised three times.
During the fourth round, six additional changes were proposed.
The government accepted all six proposed changes.
Despite these concessions, the negotiations failed to move forward.
Naqvi alleged that once the draft had been finalised, it was forwarded to Khyber Pakhtunkhwa Chief Minister Sohail Afridi.
Claim That Sohail Afridi Forwarded the Draft to Murad Saeed
In what he described as a significant development, Naqvi claimed that Chief Minister Sohail Afridi subsequently sent the agreed draft to Murad Saeed.
He questioned why Sohail Afridi had not participated directly in the negotiations if the final decision rested with him.
The minister’s remarks highlighted what he portrayed as a gap between the formal negotiating process and the individuals allegedly making the final decisions within PTI.
Disagreement Over the Conditions for a Video Statement
Naqvi also described the conditions allegedly attached to recording Imran Khan’s video statement.
According to his account, PTI representatives subsequently made the recording of a video statement by the party’s founding chairman a condition for moving forward.
He claimed that Barrister Gohar was asked to arrange the recording and that the government agreed to the condition that the video be recorded using Gohar’s phone.
Naqvi further alleged that Imran Khan then insisted that the recording take place from behind prison bars.
The minister claimed that this condition was also accepted, but Imran Khan subsequently said that he would record the statement the following day rather than immediately.
Message to Raja Nasir Abbas
Concluding his remarks, Mohsin Naqvi addressed Opposition Leader Raja Nasir Abbas and urged him not to hold the government responsible for the party’s current circumstances.
He said:
Raja Nasir, do not hold us responsible. Look at your own people who have brought your party to this point.
Important Note
The allegations and details of the negotiations presented in this report are attributed to Interior Minister Mohsin Naqvi’s statements in the Senate. The claims regarding alleged Taliban links, internal PTI decision-making and the exchange of the draft should not be treated as independently established facts without supporting evidence and responses from the individuals concerned.
